The Proposal of the PDU offers an extraordinary opportunity to change the vision of urban planning and, at the same time, the vision of mobility. The previous general plan assumed that the transport systems would solve mobility problems. At present, the PDU considers that we can no longer continue to create infinite mobility. The activities of people and housing need to be located in a way that does not result in a growth of mobility. The right to accessibility of any person in any point of the territory must be guaranteed.
