C-32 / A-2 Llobregat Delta junction

How could a metropolitan avenue be designed that respectfully crosses the Baix Llobregat Agricultural Park? Remove, transform or recycle? The proposal involves transforming the road from Sant Boi de Llobregat to Prat de Llobregat (B-201 and C-31C) into an avenue that prioritizes public transport. This new strategic urban continuity will enable Gran Via to be linked to the C-245.

Area 6 is located around the Llobregat delta and includes the B-201/C-31C, C-32, C-245 and the Avinguda de la Marina and Avinguda del Segle XXI, which connect El Prat de Llobregat, Sant Boi de Llobregat, Viladecans, Gavà and Castelldefels. The junction on which the proposal is focused is the intersection between the C-32 motorway, the A-2 dual carriageway, the C-31C in El Prat de Llobregat and Plaça d'Europa (C-245 roundabout) in Sant Boi de Llobregat. The old C-245 local road was built as a fast road to connect the urban centres. As a result of urban growth, the C-32 motorway was built in the 1990s, almost parallel to the old road, which absorbed the mobility of vehicles and goods entering Barcelona from the south. Meanwhile, the road from Sant Boi to El Prat was built as a connection between the C-245 and the C-246 (now the C-31), parallel to the right side canal of the Llobregat. This road has been progressively segregated leaving it with its current chaotic configuration, full of intersections between the C-32, the A-2, the C-31 and the C-245.

A metropolitan promenade connects the municipalities of Sant Boi de Llobregat and El Prat de Llobregat. The identity of the Delta landscape is reinforced with the aim of optimising road infrastructures and regenerating the ecological values of this natural area. 

New urban developments are designed as neighbourhoods with a diversity of uses and ecologically connected open spaces, which act as a transition space between the Baix Llobregat Agricultural Park and the city. Gran Via and the current connection with the C-31 are treated as civic roads for pedestrians and bicycles, with the weight of road traffic diverted to other segregated roads. Plaça Europa in Sant Boi de Llobregat becomes a central space, a public transport interchange and a catalyst for activities, linking the consolidated urban fabric with the new district.

The jury values this proposal because it offers a hypothetical future scenario in which the car is no longer the protagonist.

Active Chain Link

Balua Activa


A metropolitan avenue in the Baix Llobregat which, acting like a chain link, recovers the relationship with the Baix Llobregat Agricultural Park. Thanks to the chain link shaped layout, the new proposed road network repurposes the C-31 into an avenue and overlaps the C-32 on both sides, reusing a large part of the existing road infrastructures.  A series of links at different intersecting points connect all the pieces: the gateway to Sant Boi de Llobregat, the Baix Llobregat Agricultural Park and the Prat de Llobregat Directional Centre.

The central link connects the two sides of the Agricultural Park through a large eco-pipeline underneath the infrastructures, and a metropolitan oath reinforces and gives structure to the network of agricultural paths. A linear park is proposed on the right side canal to create a new civic axis that articulates the new residential fabric, extending as far as Gran Via.

This proposal highlights the reuse of existing infrastructures and minimal intervention, which ensures environmental and economic sustainability and at the same time provides huge benefits.

A Delta for all

Enhancing the resilience of the Delta and reconnecting municipalities. With these objectives in mind, the agricultural plain becomes the focus of the project which aims to improve its ecological and social connectivity. The road infrastructure is raised at several points and a promenade is created parallel to the right side canal. This promenade is exclusively for walking and cycling and highlights the ecological and productive value of the Agricultural Park by reinforcing the structure of the agricultural plots and the network of paths.

Accessibility for pedestrians and bicycles is also improved by transforming the C-31c into a metropolitan avenue, which links to the future intermodal station at El Prat de Llobregat. The urban edge of Sant Boi de Llobregat is configured as a balcony over the Delta landscape and the new development proposed in El Prat de Llobregat is presented as an urban fabric closely connected to the Agricultural Park which acts as an element of transition between metropolitan mobility and local mobility.

The commitment to creating a promenade linking El Prat de Llobregat with Sant Boi de Llobregat and to reinforcing the identity of the right side canal is highly valued.

Revitalize the Agricultural Park with "programmatic bubbles". The main idea of the proposal is to enhance the value of the Baix Llobregat Agricultural Park as a productive and social space, along with the unique elements of the landscape. The project promotes the Gran Via, C-31c and C-245 axis as a longitudinal and transversal connector of the territory, while it also proposes the densifying some of the urban fabric in empty plots, with mixed uses and sustainable zero emissions eco-neighbourhoods, which will generate a new façade between the park and the city.

The Sant Boi de Llobregat junction, the airport access junction and the El Prat junction are converted into new centralities and the Gran Via, C-31C and C-245 axis is transformed into Baix Llobregat Main Street, which incorporates interchanges and new uses along the route.

The "programmatic bubbles" aim to open up the space to citizens while guaranteeing the coexistence of all uses and the preservation of the natural environment. They generate new accesses to the road network and separate more specialised areas for agricultural and productive use from others of a more public nature. The existing roads remain largely intact, but adjustments are made to improve ecological connectivity.

The old El Prat road, an avenue integrated in the Baix Llobregat Agricultural Park. This proposal redesigns the segregated roads between Sant Boi de Llobregat and El Prat de Llobregat to free up the space necessary to ensure the visual, physical and ecological continuity of the territory. The project proposes the transformation of the C-32 into two viaducts 1.5 km long and with a separation of 26 metres to absorb segregated mobility and strengthen the connecting axis between El Prat de Llobregat and Sant Boi de Llobregat, through a metropolitan avenue with a boulevard section.

The metropolitan avenue improves accessibility and mobility for different modes of transport, facilitating the incorporation of activities. It is therefore a naturalised promenade that connects facilities, recreational spaces and rest areas and promotes transversal relations and connections to the network of paths in the Baix Llobregat Agricultural Park.

The jury values highly the treatment given to the public space and the integration of the metropolitan avenue.
