What challenges and opportunities arise from the analysis of the various spaces, agents and flows that form the metropolis? The operation of this system is explained through six thematic areas whose relationships with each other are extremely complex.

    What challenges must be faced by the spaces that make up the metropolis's green infrastructure? What strategies can be established to achieve a territory less vulnerable to the effects of the climate crisis?

    In the context of climate change, what are the main environmental and ecosystem factors to be faced by the metropolitan metabolism?

  • Social and economic development

    What are the main economic activities of the metropolitan area and where are they carried out? What causes the distribution of uses and the specialisation of the territory? How are new economies developed?

  • Social cohesion and housing

    What are the neighbourhoods and the cities of the metropolis like? What are their people like and how do they live? From the perspective of urban planning, how can social inequalities be fought?

  • Transport mobility and infrastructure

    What are the mobility challenges to be faced? What can be done to meet them in terms of urban planning? How does the PDU propose to focus mobility on the regional, metropolitan and local scales?

  • Regulatory framework and metropolitan governance

    What type of instrument is the PDU? How does it fit in with the urban planning legislation in force? What should its regulatory level be?
